Got the latest newsletter yesterday and going through and reviewing the 2011 Range Rules. Under Section III General Safety Rules a. Eleven fundamental rules for gun safety are: Number 8 reads: "Wear eye and ear protection. (eye protection is mandatory)"
In the Board of Directors section on page 4 (opposite the 2011 Range Rules) there is a section titled "Eye and Ear Protection" that states "While at the CCGC ranges shooting; a Club requirement is that all individuals MUST (my emphasis added) wear eye and ear protection."
My suggestion would be to either change the aforementioned 2011 Range Rules to match the column or correct the newsletter so it matches the 2011 Range Rules.
Personally, I always wear both even when I am on the mower or trimming due to the noise levels and the danger of flying objects.

Was out at the range yesterday and noticed the sign at the turn has the notation that "Eye protection is required but that ear protection is recommended"
Guess we don't want to spend money to change the wording on the sign so best to leave it alone.

maybe you should change the wording on the sign,after all it is your club. i am sure you won't be at work day either.
